Multiple attributes decision making is an important branch of modern decision science, in the specific study on the method of decision making, Grey Relational Decision is an important method to solve the problem of multiple attribute decision making, has been successfully applied in many real-life problems in engineering, finances, market analysis, management and others. In the multiple attribute problems solving by Grey Relational Decision, decision-maker will establish evaluation index system according to the actual situation, make a decision from the many available options by the evaluation index system, that is, these alternatives should be compared, ranked and chosen. In the specific decision-making process, decision-makers will often encounter the situation of attribute weight is incomplete information and attribute value of options is uncertain, that is Grey Relational Decision based on incomplete information.This paper has made a thorough study on Grey Relational Decision based on incomplete information according to the divisions of weights of attributes are incomplete information, weights of attributes are completely unknown, attribute value of options are interval numbers and attribute value of options have vacancy numbers. This paper determines the weights of incomplete information on the basis of geometric projection in space. We use combination determining weights method first and then use BP Neural Network to train the combination weight to determine the weights which are completely unknown. For the situation of attribute value of options are interval numbers, we transform the interval numbers to deviation degree of the ideal scheme then make Grey Relational Decision. For the situation of attribute value of options have vacancy numbers, the normalized treatment of standard matrixes can be regarded as points on the surface in the space, so we can use the method of computer graphics to fill the vacancy point on the surface. Through the above research, this paper provides new methods to solve Grey Relational Decision based on incomplete information and enriches theories of Grey Relational Decision on multiple attributes. In addition, for the present situation of there is no computer program to assistant solve the decision problem above, this paper uses Matlab program to solve the above four kinds of decision problem based on incomplete information, it can improve efficiency of decision-making and accuracy of the calculations, the program is portability, can be widely used, has great value of practical application.This paper use the above four kinds of decision-making method to solve real estate development location selection problems and use MATLAB software to realize, the decision-making methods, rationality and feasibility of program have been verified by practice.
