Countermeasures Research Of Optimizing The Rural Financial Functions

The rural financial issue of China is one of the most important parts of the solution of the problem of the Farmers, Rural Areas, Agriculture Production, Three-dimensional rural problems. The study of the rural financial structure has been focused on the solving the problem of the deficit of the rural finance and the debt in the rural area, but none of them got the key point of the issue.With the developing continual of country economy, especially, under the background of the finance income maintained speedily increasing, the function and performance of the rural finance is inconsistent with the fact of country economy increasing, which not only make the developing of town economy facing the challenge of non-balanced development, but also embarrass building socialism new-country target.The fundamental reason of the difficulties of the rural finance is the absence of the rural financial functions. In order to support the argument, this article is making an exploratory study of the perfection of the rural financial functions. Firstly, the author introduces the background of the issue and the importance of the study of the issue. Secondly, through the analysis of the related theories, the author set the base of the article. The author tries to build the ways of the solution of the rural financial problems in theory. Finally, the author lists the existing problems of the rural finance, together with the actual situation of the social and economic development of the Gan Pu Zhen of Hai Yan, Zhe Jiang. From the reality, the author puts forward several possible ways to perfect the rural financial functions, in order to solve the issue of rural finance. The innovation of this paper: put forward the orientation of the rural finance is not only to promote the increase of GDP, also to fulfill the increasing demanding of the commonality product and commonality foundation establishment, and increase the welfare level of the rural denizen.
