Financial management of the rural collective is an important part of rural affairs management.Along of the rapid expansion of social and economic in rural areas,the importance of financial management of the rural collective increase continuously.Financial management of the rural collective have a high impact for rural affairs,and it related to the developing of rural economy and rural social stability largely. Since reform and opening up,in order to adjust to the rapid expansion of economic and social in rural areas,solve the problems emerging in the financial management of the rural collective,the financial management of the rural reformed and completed constantly,updated the management model,advanted itself standardization.At present,financial management of the rural collective still exist many problems that can not be ignored.These problems not only restrict improving the management level,but also affect long-term development of the rural affairs.Researching and solving these problems, will play an active role in the standarding financial management of the rural collective and advancing rural social.This paper mainly studies the problems exist in the financial management of Shiqiao Village in Zhenjiang newly-developed area,and the countermeasures for them.On the basis of existing research of domestic scholar,this paper expounds the theoretical foundation which is relational to financial management of the rural,reviews the history of financial management of the rural in our country briefly,especially reviewed the situation of financial management of the rural since reform and opening up.This paper expounds the criterion of the financial management in the rural area,and several main mode about the financial management of the rural briefly,.Then,this paper researches the present situation of the financial management of the rural of Shiqiao Village,reveals extrusive problems,analyses the reasons and takes out useful measures.All in all,there are seven aspects in the financial management of the rural of Shiqiao Village.These aspects include that the management agencies is unsound;implementation of financial management system is not in place;the accounting treatment is not strictly;the financial management transparency is low,the proportion of non-productive expenditure is high;the selection mechanism of accountants and the democratic management team is imperfect.The cause of the problems includes that the legal concept of village cadres is weak;the supervision of township deparments is weak;the effect of the rural acquaintance society and decentralized business;the effect of farmerist on cadres and masses;the village collective economy is weak.There are four main countermeasures to solve these problems.Firstly,implement the provisions to make the financial management of the rural perfect.Secondly, strengthen the supervision of the township department.Thirdly,overcome the disadvantage of small farmers social environment.Fourthly, through the development of the collective economy to repromote rural financial management.
