| The study adopts case study combining with theory pattern, standard study, conducted exploratory study about CETZ' short and long_term developing andstrategic problem——problem of region competition form different views, and onthe basis of "the effect of government in economic entity on different periods_this dynamic process" will change, and synthesizes its motivating mechanism on learning on the basis of normal system theory. The main study content including: 1. First it proposes the research background and some questions during the development of the domestic economic development zone in present stage, introduces the present research situation of this topic to the domestic scholar, makes clear the research thread and outlines the research structure and the chapter arrangement. 2. Systematically it induces the related basic theory of the research: the region competition theory, the sustainable development theory and industry cluster theory. 3. It explores three primary factors influencing development zone , namely political factor, zone bit factor and industrial factor. 4 It defines park economy and industry cluster, analyzes the basic characteristics of park economy based on industry cluster , reveals the related mechanism between park economy and industry cluster , further discusses the systematic attribute, the systematic structure, the systematic function and the reliability of system operation as well as the competition-cooperation game behavior in the system. 5. The focal point is to probe into the present development situation of Changsha economic development zone and problem analysis of regional competition . Changsha economic development zone has the superiority in position, the brand, supporting facilities, policy, industry, talented person and so on; and the opportunities of middle rises and economic cooperation in Pan-Pearl River Delta; Simultaneously it also has the disadvantage in system problem, the administration authority not-in- place, legal system not-complete, shortage of the human resources, high energy consumption, the industrial chain not-long, infrastructure lag, growth potential insufficiency. 6. It conducts the case empirical research and lays its stress on the successful experiences of development zone in Tianjin, Qingdao and Singapore Jurong. It constructs the overall evaluation target system of park economy, explains its principle and the evaluation steps; analyzes the political characteristic of economy park, and points out the policy of economy park is precisely the most direct, the most effective method of promoting economy park used by the government. 7. Finally it clarifies the research aim, points out that studying the region competition theory is aim to instruct the practice , promote the development zone "economy park" and making it standing out in the competition. It also proposes the countermeasures to the typical questions existing in the Changsha economic development zone. promoting the newly industrialization, making industry cluster; making innovation mechanism, forming the core competitive power; expanding opening to the outside world, enlarging investment dynamics; falling energy consumption, implementing the sustainable development strategy; transforming government function and establishing the service government. not long after CTEZ will build two core industry communities which are Advanced machinery manufacturing industry community and Electronics and information industry community. CETZ will develop Severn Highlighted industries, which are Advanced machinery manufacturing industry, Electronics and information industry, New material industry, Light printing and package industry, Bio_engineering and foodstuff bevering industry, Modern services. The Administrative Committee of CETZ become service type government, govern the enterprises function. Take the enterprises' need as core, supply enterprises and public with needful and satisfied service, promote CETZ's competition capacity. |
