Study On The Security System Of Minimum Living Standard For Farmers

Three agricultural problems have always been significant ones related to the overall situation of China's modernization, reform and opening up. Without the stability of rural area, there is no stability of the whole nation. The existence of rural poverty to some extent becomes a potential disturbing factor to the social stability.The minimum living standard security system is one of the important content and the most basic part of social security system. This paper analysis the existing problems of farmers'minimum living standard security system in Jintan by applying the method of investigation and theory, to give some solutions.The paper comprises three parts:Part I. From the concepts and features of the minimum living standard security system for farmers, this paper shows its history and its position in the structure of the social security system, then further elaborates the inevitability theories about rural minimum living standard security system.Part II. The paper takes the Jintan city as an example, to introduce the minimum living standard security system of farmers in China by the way of demonstration. Then this paper analysis the reasons for poverty, and points out the defects of the recent system.Part III. The solution method is proposed. The traditional point of view for the minimum living standard security system is changed, the achievements appraisal system for improving the minimum living standard security system is established, and the correlative supplement measures is accomplished.
