As the government function innovation along with government organizational reform, the traditional non-profit government invested project that is from self construction to utilization is not to be able to adapt the current rapid development trend since it is the management pattern from the tube model. In the year 2004, the State Council issued About Investment Organizational Innovation Decision, it declared that non-profit government investment projects should be speeded up building as an agent system in order to split out the government invested projects' functions in 'bid, construct, manage and utilize'. Through specializing project management, the goal of controlling investment, enhancing investment benefit and improving the management level will be attained.In order to implementing building as an agent system, Dongguan government appeared that every government invested project should be undertaken by City Construction Control Bureau, Highway and Bridge Corporation, etc. For several years hard work on implementing building as an agent system, a successful result was gained, however, some problems, like individual project over budgetary estimate, low efficiency, etc were emerged. How to further formulate Dongguan government invested projects' management, save government investment and improve the efficiency of government investment becomes a crucial topic in the government invested project management.Based on the theory of public management, public control, agency by agreement, this article going to apply the methods of real diagnosis analysis and the comparative analysis primarily synthetic study, take the Dongguan government invested project building as an agent system as an example, with massive diagnosis, detailed elaborates a domestic typical building as an agent model pattern, critically evaluate its positive and negative aspects as well as the origin analysis. Furthermore, according to the comparison of the government invested projects management model between American, United Kingdom, German, and Hong Kong Special Administrative Region (HKSAR) a series of strategies on how to improve the current Building as an Agent model in Dong Guan government invested construction project will be addressed.
