Research On Agent Construction System Management Model Of Government Investment Project

Government investment projects are of great importance in the development of national economy related to the people's vital interests. However, the managerial modes drop behind which cannot be consistent with the development of government investment projects and the agent construction system is an effective way to solve this problem. China issued a series of policies in the recent years to support the implementation of the agent construction system in government investment projects. The systems were implemented in some areas but some problems appeared related to policies, technologies and so on. The dissertation concentrates on those problems.The dissertation concentrates on the limitations of the traditional government investment projects in China. Starting with the managerial modes of government investment projects in developed countries and areas, the dissertation compares the mode of the agent construction system with the general contracting, CM and PM/PMC and analyzes Shanghai Mode, Shenzhen Mode and Beijing Mode. Then, concentrating on the problems in the implementation of the agent construction system, the dissertation deeply researches into the related management of government departments and agencies, risk management, managerial modes, agent management expenses, letter of guarantee, project auditing, which are the main content of the dissertation. As to the risk management, mandate relationship and its mode of the agent construction system under the information asymmetry are analyzed, and then, effective measures are suggested to solve risks. As to the agent management expenses, cases are used to analyze the profits and expenses of agencies and show irrationality of the agencies'profits. Then, some advice about how to set agent management expenses are given to this problem. At last, the future research directions of agent construction system are shown in the dissertation.
