Risk Management Study Of Regional Customs Clearance Reform

China Customs actively adapted economic globalization, regional economic integration, and changes resulted from the rapid development of China's foreign trade, put forward to the first and second steps of modernization development strategy and carried out Regional Customs Clearance Reform with the promotion of a new Mode of Local Declaration and Port Release. It greatly improved clearance efficiency, reduced logistics costs of import and export enterprises. However, due to the lack of effective internal and external control mechanisms during the initial period, lots of potential risks were brought to Customs management, national economy and the society. Hence, Customs timely introduced Risk Management to deal with these risks.Risk management has successful applications in the fields of finance, insurance and capital markets etc. As a new management means of public sector however, it requires an introduction, digestion and re-innovation process. China Customs encountered many problems and difficulties in the process of advancing risk management and therefore, the management effectiveness was subject to certain constraints.This paper illustrates the basic situation, main mode and existing risks in the implementation of China Customs Regional Customs Clearance Reform and describes the existing key issues in the process of promotion and utilization of domestic and foreign Customs risk management. Taking China's national conditions and current situation of China Customs management into consideration, with comparison with and reference of successful experiences of foreign customs in risk management and other fields, according to risk management theory, strategy management theory, decision-making management theory and basic thinking of the theory of comparative public science, using Delphi method, analogy method and statistical analysis method of sociology, China Customs risk management system is discussed in detail in terms of Strategic Objectives, Prevention and Control System, Management Process, Assessment Indicator System, Information Platform Construction, Analysis Method Application and Performance Measurement.
