For helping government choose the financing patterns of municipal infrastructure projects in industrialization of MSW, this text builds the evaluation index system which includes 6 aspects--society effect, environmental effect, economy effect, government responsibility, risk and financing models—and 16 indexes from the diversity of BOT, TOT and PPP pattern. This paper chooses analytic hierarchy process (AHP) which has widely applied,parameter optimization of ambiguity,the decision method based on Vague set theory which includes new idea and comprehensive evaluation method,which based on three methods to do some multi-objective decision research among 3 financing models.On the base of the weightiness for the index, the sequencing result of AHP coincides with the decision-makers'expectancy; Using the predominance of parameter optimization of ambiguity in treating incertitude factors to combine the fuzzy sets and system analysis method, work out the best comprehensive evaluation in every patterns and ranking way according to their overall quality; The Vague set theory arises from extending and developing the Fuzzy set theory. Through setting up the threshold values of the indexes and establishing the superiority relation, to analyze the schemes set. Then this decreases the compensation among the indexes, the tiny difference among the attributes will alter the sequencing result.There are shortages in various multiple attribute decision-making methods. For offsetting and weakening the shortage of a single method, the mean of the sequencing results of the three decision methods regards as the result of comprehensive evaluation. The result of comprehensive evaluation includes the decision-makers'expectancy and fuses the objectivity of the various indexes which includes various information capacity, and in a certain extent the result of comprehensive evaluation weakens the compensation effect among various indexes. The result of comprehensive evaluation regards as the basis of selection, and this is better than single method.The study is a beneficial attempt which applies modern decision theory to solve the choice of financing patterns in building infrastructure of municipal solid waste treatment, and offers a feasible method for government to make decision scientifically.
