Study Of The Step Character In The Clusters` Upgrading Process From The View Of Global Value Chain

The economy globalization have made the regional economy involved in this process positively or impositively , this make local enterprise have to face the competitor from international market except local competitors . This phenomena rise a new request to the study frame of the local cluster , and cause the Global Value Chains(GVC) analyzing frame come into being. For developing countries this frame has show a bright vision of local clusters , and it also tell the local cluster there is a lot of barriers in the development .these barriers include local clusters` limits on technological and marketing abilities ,and local cluster have to face the challenges and restricts because of the value chains governance.Therefore, on the base of analyse of the cluster and GVC theory , the writer think that make a full comprehension of the meaning of the GVC is important to the upgrading of clusters . In the same time , through analyzing the related papers about the clusters in GVC , we find that the upgrading process of industry cluster in GVC take on a step character from low capacity to high capacity , and this character would be helpful in analyzing the upgrading of local cluster in developing countries. So we choose the Guangzhou Automotive cluster,Shanghai IC cluster and Qingdao Electrical Appliance cluster as examples, and analyze this clusters` situations . At the end the author give some developing advices on how to reaching their targets.This paper arguments that if local clusters want to realize the upgrading target in GVC , they should not only enhance the internal relationship , and also should make a clear orientation in the developing stages in GVC . Local cluster could reach the hi-class through making full use of the governance structure and their positions in the global value chains .And this paper will have some positive impacts on the developing strategies and policies initiatives of our country clusters.
