Infrastructure plays an important role in a region's economic construction and development, It is not only the basis of socio-economic operations, but also the sign of the level in economic development . By now, infrastructure construction has made remarkable progress in Hei Longjiang, but it is not for the needs of economic development becaust of the large investment of infrastructure project, the long term of constructure, the low income of operation and so on.
