With the trends of globalization of economy and the rapid development of science and technology, more and more MNCs begin to decentralize their R&D units and locate them overseas in order to gain the R&D resources throughout the world. At the same time, along with the rapid development of Chinese market-economy, more and more MNCs begin to establish their R&D units in China, especially after the 1990s. Correspondingly, through MNCs'R&D technical spills, personnel training and management experience, a series of positive impact are also brought to the local invest environment and the development of the country. But the distribution of MNCs'R&D is unbalanced in China, which is due to the different region's investment climate. So why there are tremendous differences among region's MNCs'R&D of China? How are the differences among different region's attraction of MNCs'R&D?Further, how to improving the investment climate can make absorbing MNCs'R&D easily and promote region's economy.Such differences and impact is just this paper concerned.The location of the R&D units of MNCs in China is the result of the interactions between the internal motivations and extenal environment factors. This paper will discuss the location decision from the mirco-level and the meso-level. Based on this purpose, the article is divided into five chapters. In the first chapter, the progress of research at home and abroad, the meanings, background and main contents of this study are introduced. Based on the existing researches, the second chapter set up the principle and the indexes of the R&D investment environment evaluation system and the data processing methods. In the third chapter, according to the second chapter, the results of R&D investment environment evaluation of major cities in China were given. The fourth chapter, the Cubic was used to analysis the impacts between the indexes of level one and level two, discussed the interaction between R&D investment environment and MNCs'R&D activities, and explored how to use this interaction to promote the local R&D investment environment. In the last part of the article, the author sum up the conclusions of this study and give some advises to the location choice strategies for the government of cities in China.
