In the process of the assessment of the large number of NSFC projects' outputs, it is very difficult for the peer experts to give the suitable opinion in a very short time. According to the problem that includes the dispersibility of the experts, little time for performance evaluation and the huge number of the outputs, a framework based on B/S is proposed.Firstly, after analyzing the workflow of the research management department, the thesis models the process using UML modeling. As a result, the disadvantages such as little time for performance evaluation, exorbitant time cost, the dispersibility of the experts and huge amount of total cost are found. According to these disadvantages, a web-based performance evaluation system is proposed.After using the new web-based system, the method and content of the performance evaluation change. The web-based system could conquer the problem in the original process, and also bring into new prolebms: the communication between peer experts and handling method of non-consensus NSFC projects.To settle the new problems, three methods are proposed:Multi-Appriasal Result-Sum-up: In this method, an algorithm for summing up the results of the performance evaluation is proposed. After summing up, the results of NSFC projects is computed.Discussion-Voting of Peer Experts: In the method, the web-based discussion system is using as a room for peer experts communication. As a result of the communication, peer experts could achieve the consensus.Judging in Advance, Appealing and Voting: The mechanism of appealing is proposed in the method. Before the performance evaluation of NSFC projects, peer experts judge the NSFC projects in advance and bring forward their questiones. Then the chairmen prepare the answer according to the questiones and upload before fixed date. The performance evaluation processes with the fruits and answeres.Analyzing the advantages and disadvantages of the three methods, a method based on judging in advance and appealing is proposed. The method could solve the problem of communication between peer experts smoothly and promote the assessment of the performance evaluation. In the method, the judging in advance and appealing is added to the workflow and the algorithm proposed in the Multi-Appriasal Result-Sum-up is used.At last, the system is analyzed and designed in detail using the Object-Oriented idea and UML tools. The prototype system has been test run in a department and has given a wonderful effect.
