With the continuous deepening of reform and open policy and the rapid development of the national economy, logistics has penetrated into all aspects of social and economic life gradually since the logistics began sprouting in China in 1970s. Especially over the last 10 years, Chinese government and enterprises paid unprecedented attention to logistics for the economic globalization growing fiercely. And Chinese Third-party Logistics Industry came into being in this context. However, most of Chinese logistics enterprises are transformed from the traditional transpotation or storage and transport industry. Due to the problems on industial structure and system of such enterprises themselves, they are not able to adapt to the development of modern logistics industry, and cannot be counted as the modern logistics enterprises in true significance, either. The railway material enterprise which is elaborated in this paper is such traditional enterprises.The railway material enterprises have the problems which are common for the whole traditional material industry, such as overstaffed organization, poor management, and unitary service. And now, the railway material enterprises are in the crucial period to connected to the main railway transpotation industry. So the above problems must be solved. Accoding to the theories of modern logistics management and the comparison on the current situation and trends of logistics development home and abroad, this paper analyzes the advantages and disadvantages for railway material enterprises to enter third party logistics enterprises, and puts forward the idea to transform railway material enterprises into railway logistics group and to transform to third party logistics enterprise, and brings forward specific measures to be taken for the implementation of the idea. This paper also analyzes the key issues for the transformation from traditional material enterprise to the third-party logistics industry with refering to the example of Sinorail Logistics Group Company, and provides the workable measures and suggestions for the transformation from railway material enterprises to the third-party logistic industry.
