Recently, house price has rapidly overgrown in China, which goes beyond the average income of the people. "Being unable to afford a house" has become one of the Three Life Burdens of the people, bringing bad influence on the national economy and the people , being a great challenge to the construction of harmonious society and all-round better-off society. Since 2005, in order to control our real estate market, the government has issued series of house regulation policies such as "the eight old principles and the new eight principles of China's real estate policy." and "Six Principles of China's real estate policy". But unfortunately, these policies have little effect on the house regulation in China which exist the phenomena of "policy invalidity". The dissertation aims to find out the basic development of our country's house industry through the analysis of our housing policies,to evaluate the housing policies through the introduction of basic knowledge of policy evaluation to explain the cause of policy invalidity afterwards, to learn the characteristics and the developing tendency of real estate development to get further understanding of the major cause of policy invalidity through the analysis of the cause of policy invalidity and the survey of our country's real estate market. Finally, improvement measurements in our housing policies are put forward through the analysis of real estate policies of some developed countries as well as the analysis main failure cause of the failure in real estate policy.
