The Study Of Partial Privatization Of Basic Retirement Insurance System In Chinese Enterprises

Human society has entered aging time, either devoleped countries or devoping countries are facing the impact from that and thinking the measures to do with the challenges from it. The first of all is to found an old-age insurance system through consummating and reforming the present social security system.In this paper are described the evolution and present situation of basic retirement insurance system in Chinese enterprises and analysis of the product attitute of the basic retirement insurance based on the study on the property right,the the latter is summuried as the mixture nature of club's products and private articles,also in the paper gives the analysis of the difficult situation of the basic retirement insurance system in a view of products' attribute.Though the analysis of the international general pattern of the privatization reformation of the retirement insurance,we get the enlightenment to China,that is the foundation of the basic retirement insurance system has a long way to go, the key point of the reform of the basic retirement insurance is to restruct the relation of the and market,but the whole privatization is not suitable in China.Based on the property right,from the respects of the foundation of economic theoty and market, analyse the feasibility of privatization of the basic retirement insurance in our country,and on the base of long-tern balanced revenues and expenditures in the individual account,the paper get the conclusion that increment of individual account of retirement insurance should be through privatization of the fund.By using the thoery and analysis ways of property right economis,the paper bring forward that the basic retirement insurance individual accounts fund in Chinese enterprises should be operated by multipllcity,that is to limit the property right of the basic retirement insurance fund in Chinese enterprises, that trust management should be used to handle with the management of the individual accounts,pay more attention to the government's fundation in sustainable development of the basic retirement insurance.
