The aging of population is a trend that every country has to experience as its social and economic development. Now many developed countries have come into aging society. China as a developing country had also become one of aging country since 2000 according to the international criterion. There have been many researches on the effects that the aging trend brings to the social security system both domestic and abroad. In some developed countries, the government had taken some useful measures to keep their social security funds balance. It is obvious that the issues that how to adapt our social security system to this aging direction has been a very important question which we need to answer.In our country, there are many research on the effects of aging tendency to our pension system, but there are just a little studies that considering about the effects on the Basic Medical Insurance Fund In fact, with the increasingly rapid aging process, the medical and health care expenses are increasingly larger, the Basic Medical Insurance Fund in China is facing the increasing pressure and risk of deficit, this paper firstly open out the relationship and mechanism between the aging direction and the balance of the Basic Medical Insurance Fund. Secondly the author uses the actuarial and non-life actuarial method to study the balancing capability of the Basic Medical Insurance Fund and analyzes and predicts the operational status of the Basic Medical Insurance Fund according to the data from one city in Zhejiang province and this paper also suggests a actuarial model to make certain the period that the policy-holders in the system need to pay for their insurance in order to keep the fund in balance. Lastly, the author summarizes several suggestions on how to keep the Basic Medical Insurance Fund in balance.
