The Study About Public Utilities Privately Operated Reform Of Our Country

Public utility is the key content of city infrastructure and social work. At planned economy period, public utility was implemented under the administrative system of "combination of government function and enterprise management", leading to large improvement of city construction and development.With the further deepening of China's economy system reform and quick development of urbanization, disadvantage of such inefficient system with single investing channel, comparatively extensive administration has appeared, resulting in slow development of public utility and serious shortage of infrastructure gross. Under the same background, voice for strongly supporting private economy has been rising for days. In 2003, at the Third Plenary Session of the Sixteenth Central Committee of the Chinese Communist Party, paper "Decision for Several Issues about Perfecting Socialism Market Economy System" shows that: It is permitted that non-public-owned capital accesses infrastructures which are not forbidden by law and regulations, public utility, as well as other industries and fields. Discussion and attempt on public utility privatization has been stirring large interest of the society. It is considered that to the developed huge private capital, public utility privatization may be the attempt for another reform.From the government's point of view, public utility privatization is also considered as an opportunity, which means that except for finance resources, the government could attract large amount of capital for public utility privatization, improving the quality of public service, using fixed resources for more progress. In this way, the government is able to offer more and better service for citizens as well as gain bigger political achievement.Based on comparison and analysis of most countries' experience on public utility privatization, this thesis aims at probing into issues arisen in the process of our country's public utility privatization reform, giving suggestions, which is boosting the process of public utility privatization reform based on moderate competition and strengthening supervision. 1) For production and service stage of unnatural monopolized field, provide stage guidance to advance all kinds of capital to access. At the same time, strengthen market supervision, create a pattern of multi-investment main body plus multi-enterprise competition. 2) For public utility infrastructure of natural monopolized field, focus on playing government's pushing and guiding functions on investment, perfect and implement franchise system, establish open, conditionally equal, pricing reasonable, establishment fully utilized system, make sure that the end-user could gain satisfactory public utility product and service with reasonable price.
