For restoring Northeast old industrial base, retrospecting how industrialpattern and economic pattern have been these days as well as looking formarket with a prosepcting way can only obtain sustainable development.Heavy industries'construction and development has always been pivotal inindustries in Jilin Province as well as economies as whole in Jilin Province. Itis of great importance to study and analyse development process andenlightenment of heavy industries in Jilin Province. There are four chapters inthe thesis.The first chapter in the thesis(instroduction) narrates relevant articles andbooks on the problem which is talked in the thesis and background of theproblem and significance on theory and reality as well as inovations in thethesis.The second chapter which has four sections by the sequence of timegives an elaborate description on development process of heavy industries inJilin Province.The first section which has a description on constrction of heavyindustries in Jilin Province just after foundation of the PRC from three aspectstalks about resuming and constructing heavy industries in Jilin Province. A.conditions: heavy industries have fairly weak base with limited productivityscale and too high proportion of elementary products with low technology.Not only the ratio of heavy industries and light industries but also the internalratio in heavy industries is not irrational. Regulation in heavy industries andenterprises was low with workers less educated and trained in technique. B.Policy: the policy of heavy industries in Jilin Province at that time was to tryto yield more to satisfy the need of economic construction and people'severyday life according to actual conditions in Jilin Province by supporting local industries'development positively and banks giving enormous help inindustrial production in policy's measures. C. development in heavy industriesand construction in key enterprises.The second section which has a description on construction of heavyindustries in Jilin Province in"the first five-year"from two aspects talks aboutfoundation and beginning of heavy industries in Jilin Province. A. Policy: thepivotal task in"the first five-year"plan in Jilin Province is"……try JilinProvince's best to support national key construction and develop localindustries by economical ways from every aspects and accumulatingcapital…...". From 1953, Jilin Province has constructed a batch of largeindustrial enterprises systematically and basically formed industrialframework with some heavy industries of automobile,chemical industry,ferroalloy and etc to establish solid base of Socialist industrialisation. B.development in heavy industries and construction in key enterprises.The third section which has a description on construction of heavyindustries in Jilin Province in"the second five-year"and"adjusting-period"from two aspects talks about leap and adjustment of heavy industries in JilinProvince. A. Policy: the main task is to build Jilin Province to be one ofnational industrial bases with a industrial system. According to"eight words"policy, the provincial party committee decided to adjust heavy industry byshortening infrastructure cycle with a more rapid speed to develop agricultureand light industries. B. development in heavy industries and construction inkey enterprises.The fourth section which has a description on constrction of heavyindustries in Jilin Province in"the third five-year"and"the fourth fiveyear"from two aspects talks about turbulence and development of heavyindustries in Jilin Province. A. Policy: the presentation in constrction during"the Great Cultural revolution"is mainly in two aspects: the first is that dispersed capital in infrastructure resulted in unfinished key items because oflack of capital. The second is that continuing the policy of"the keyimportance of steel"resulted in unharmoniously development between heavyindustries and light industries as well as affecting seriously the developmentof heavy industries. B. development in heavy industries and construction inkey enterprises.The third chapter which has two sections talks about main achievementsand issues of heavy industries in Jilin Province.The first section talks about main achievements of heavy industries inJilin Province on five aspects.A. Sorts of heavy industries developed immensely. From 1949, heavyindustries which developed in mechanism,chemical industry,petro andferroalloy and etc has been invigorated.B. The productivity of heavy industries improved markedly. Ininvestment of infrastructure in Jilin Province from 1949 to 1976, heavyindustries accounted for 91.7%. The great development of heavy industries isthat the 1976's products of 6158400 thousand yuan is 33 times of 1949'sproducts of 185870 thousand yuan.C. The internal ratio of heavy industries improved gradually. In 1949, theratio of excavation industries and raw material industries and processingindustries in heavy industries is 55.3:27.1:17.6, while in 1976, the ratio is14.3:27.5:58.2.D. The products of heavy industries improved wholly. The products ofheavy industries in Jilin Province has increased successively with continualdevelopment and innovation and improved capacity in heavy industries in 28years construction.E. Technology in heavy industries has made marked progress along withfurther-educated workers. Technology in heavy industries in Jilin Province made progress from time to time with continual increasing technology inproducts of heavy industries. Jilin Province has established sequences ofcolleges and universities systematically at the same time.The second section talks about the issues of heavy industries in JilinProvince on four aspects.A. More emphases on economic benefits should have been paid inconstruction of heavy industries. Economic benefits of heavy industries ascore section in national economy have something to do with economicbenefits of Jilin Province, but it is obvious to ignore economic benefits ofheavy industries historically.B."More-people-more-products"producing style. The demand onconstruction of modern industries for human resources is suitable organisationof human resources, while random"more-people-more-products"producingstyle has been found in the construction process of heavy industries in JilinProvince.C. Impractical scheme. A sequence of impractical scheme in constructionof heavy industries affecting the construction caused unnecessary losses andwaste.D. construction of heavy industries in disequilibrium. Construction ofheavy industries demands plenty of human resources and material resourcesand financial resources with systematical plan, while construction of sharingindustries alike or too-highlighted key industries could not make heavyindustries in Jilin Province to be a system.The fourth chapter which has two sections talks about experience andlessons and enlightenment of heavy industries in Jilin Province.The first section talks about the experience and lessons of heavyindustries in Jilin Province on three aspects.A. Construction of heavy industries should be realistic and plan as awhole and scheme rationally. B. Construction of heavy industries which is a system engineering shouldbe constructed systemically with harmonious development.C. Construction of heavy industries has its own continuity.D. Construction of heavy industries should be paid emphasis oneconomic benefits.The second section talks about the enlightenment of heavy industries inJilin Province.A. Enlightenment on policy. On the one hand, construction of heavyindustries was pushed with stably increasing development of heavy industriesby policies which fit economic laws and realities; on the other hand,construction of heavy industries was lagged with stagnancy of heavyindustries by policies which don't fit economic laws and realities.B. Enlightenment on human resources. Being vital components ofmodern industries, heavy industries share characteristics of high and newtechnology in modern industries. For developing heavy industries wholly, it iscrucial to develop human resources which have character of loving country forgreat cause of nationality and education on culture and technology.C. Enlightenment on restoring Northeast old industrial base. Theinvestment on heavy industries which has wide and deep influence on nationaleconomy is large with long cycle, so it is of great importance to plan as awhole with a prospecting way when construction. Heavy industries can beactual core of national economy by outputing more with more investment andimproving technology in products and being constructed systematically inspace and time and industries distribution.
