Research On Cultivation Model Of Venture Capital Projects In Binhai New Area

Sustainable growth of the economy provides good opportunities for venture capital in China. But , many problems still exist . Such as , important role can't be brought into play adequately; Venture capital lack of different modes of financing; withdrawal barrier; Deficiency of professional person and so on . However, the biggest barrier of the venture capital is that the proper projects are hard to be chosen . In other words, superior seed stage projects are still not sufficient in China . Because the seed stage projects have the character of high risk and positive external effects, commercial investment institutions seldom put into them. Market can't solve this problem. My view will be expressed through analyzing: government should undertake main responsibility to provide venture capital projects which are regarded as quasi-public goods. This view is the starting point of the whole paper. Foreign experience about enterprise incubator is worth learning, especially Israel. Now, Tianjin Binhai New Area as the comprehensive matching reform test area has favorable opportunities to carry financial reforms. Through combination foreign experience and national conditions, this dissertation try to explore concrete solutions about this problem. New countermeasure will be proposed according to the theory about effective docking of fiscal and finance. Dissertation names this new countermeasure as"Tendering System for Enterprise Incubator". Then, the detailed institution arrangement and some problems needing attention are described.This article is divided into five parts altogether: The first chapter explains the background and significance of selecting the subject. The theoretical achievements of enterprise incubator and government function in venture capital are researched; The second chapter analyzes the characteristics and significance of venture capital. The reasons and harm of insufficient superior seed stage projects are proposed, according to our national situation; The third chapter compares foreign experience with Chinese status, and then discovers the problems of enterprise incubators which cultivate superior seed stage project for venture capital; The fourth chapter points out that effective docking of fiscal and finance is the key to solve this problem. In this part,"Tendering System for Enterprise Incubator"is proposed for the first time. Concrete arrangement and basic frame of it will also be described; The last chapter discusses the necessity and feasibility of "Tendering System for Enterprise Incubator"under the background of development and opening in Tianjin Binhai New Area. Moreover, this chapter puts forward several problems in the implementation of this system.
