Study On The Investment Operation And Supervision Of America's Social Security Fund

The social security fund is the cornerstone of the operation of social security system,and whether its investment operation and supervision are effective or not,is of enormous influences not only on the civilians'immediate interests, but also the normal and orderly operation of social security system. Therefore, the investment operation and supervision of the social security fund will be the key of the new stage of development. In present China, it has become a popular issue to study overseas systems and formulate new investment and supervision systems which conform to the reality of China. Among all the countries in the world, the United States has a relatively complicated social security systems and the broadest investment scale of security funds, which we naturally choose as our subject for study. In this dissertation, how America's social security fund is operated and supervised has been analyzed empirically as well as quantitatively.This dissertation consists of four parts. Part I starts with the connotation and varieties of America's social security fund, clarifies its contents of America's social security fund and draws forth the basic theory of America's social security fund, laying a theoretic foundation for the study on the America's social security fund.Part II begins with the investment direction of America's social security fund, respectively elaborates on the investment measures of America's federal and local social security funds and private retirement funds, analyzes the problems of the investment operation of America's various social security funds and puts forward several suggestions.Part III, centers around the supervision matters of America's social security fund. As is known to all, when in operation, the social security fund must be strictly supervised to make sure its normal and effective operation. This part elaborates on the necessity of the supervision of America's social security fund before analyzing the advantages and disadvantages of its supervision measures.Part IV, which is based on systematic study on the investment operation and supervision matters of America's social security fund, sums up the references drawn from America's investment and supervision methods of the social security fund and advocates to think about the matters on the investment and supervision of the social security fund according to the reality of China. This dissertation has made a deeper study on America's social security fund and made up the insufficiency in related academic fields, offering international experience for China, whichembodies the realistic significance of the dissertation.
