It is need to strengthen land resources management for realizing regional sustainable development and sustainable utilization of land resources. Moreover, it is essential to do land using planning well for strengthening land resources management, which results in a higher and higher requirement of planning. The limitations of traditional planning model method are focusing on linear or others relation between planning elements, basing on inference formula, and difficult to meet the need of complex planning processes and the dynamic demand of land using planning. All of these suggest that a new model of land using dynamic programming should be brought out.In this paper, basing on the land system analysis, we took Lulong County as an example, to establish a model of land using dynamic programming by comprehensive application of artificial neural network and multi-objective fuzzy optimization dynamic programming theory, and obtained a good results. It comprises the main conclusions:(1) There are defects that taking use of the existing model of land using planning to resolve the elastic and dynamic problems after analyzing. So, that introducing method of artificial nerve network properly, establishing the model of dynamic programming for land using basing on artificial nerve network, is beneficial to improving research method of land using planning.(2) Constructing three time series, basing on the analysis of land use status in Lulong County; Determining the related parameters and network structure of ANN model which relates to land use structure optimization; Accomplishing the learning samples constructing and network training, obtaining 9 planning schemes by adjusting parameter and network simulation, meeting the requirement in elasticity of land use planning.(3) Handling the land using planning project of three time series in Lulong County with fuzzy optimizing multi-objective dynamic programming, then determining the optimal decision array of land using planning, that is economic and social development medium type in 2010, social economic development low type in 2015 and economic development medium type in 2020, and avoiding subjectivity, embodying the need of dynamic planning, offering the guarantee for the selecting of land using long-term optimal plan.(4) Basing on the dynamic programming of Lulong County, during the planning period in 2004 to 2020, the cultivated area will have decreased from 40477.92hm~2 to 39463.18 hm~2; the garden plot will have increased from 8929.47hm~2 to 10342.92hm~2; forest land will have increased from 10251.25hm~2 to 13081.06hm~2, and building land from 11051.44hm~2 to 17130.48hm~2; and the unutilized land will be from 24908.67hm~2 to15601.10hm~2. It suggests that the varieties of different land can reflect the changes ofsocial economic development to land demand during the planning period in LulongCounty.
