Research On Framework Of National Capital Regulation And Performance Evaluation Of Joint-venture Railway In China

As a profitable exploration of the railway invests system innovation, joint-venture railway has disposed of the shortage of railway building fund effectively. It contributes an important effect on accelerating the construction speed of china railway and promoting the development of national and regional economy. But with the building accomplished in succession and putted into operating, the problems in the development of joint-venture railway have floated gradually. We can't optimize about the total condition. Especially, there are lots of problems in national capital regulation of joint-venture railway.Through analyzing the general development situation of joint-venture railway, this paper insist that recent national capital regulation of joint-venture railway has problem in structure, and have no explicit performance evaluation system of Chinese joint-venture railway enterprise. According to these problems, this paper does some research systematically.At first, this paper analyzed the general development situation of joint-venture railway, then, introduced theories related to national capital regulation performance evaluation. After analyzed present conditions of national capital regulation system and performance evaluation system, this paper suggests setting up the management company of state-owned venture of the joint-venture railway to be the representative of national capital. And integrate the present performance evaluation system, building a new joint-venture railway performance evaluation system which consists of financial targets, non- financial targets and discussing targets, and adds some targets relates joint-venture railway enterprise, and makes a clear explanation of evaluation method.
