This paper mainly use the property right theory and others as the transport economics characteristics, use qualitative and quantitative analysis method, to analyze the achievements and problems in the construction and development process of the joint venture railway in Inner Mongolia.Inner Mongolia is a minority autonomous area located in the northern part of China, which was a heathen area in the ancient times. And after several thousands of years, Inner Mongolia has changed into a minority autonomous area that developed with a high rapid economic growth in recent years. With the further development of the economic in this area, rail transport is becoming a bottleneck of economic development of Inner Mongolia.This paper takes time as the main line to describe the history of development of the state-owned railway and the joint venture railway in the Inner Mongolia, and divides the development process into three stages and draws maps for each stage. It also takes the longest joint venture railway-JiTong railway as the mail part and describes its preparation, construction, operation and performance of corporational process and also explores the problems of the entire process.This paper maintains that the joint venture railway in Inner Mongolia still has some problems, such as the capital ratio is still lower, the investment mainly depends on loans, the railway companies lack independent rights during the management and so on. Their reasons are government functions and enterprise functions of the Ministry of Railways (MOR) are integrated, the MOR holds the stocks of joint-venture railway companies, and the jurisdiction of each railway bureau is too limited in the current rail system and so on. The article maintains that how to solve these problems depends on whether the government functions and enterprise functions of the MOR are separated, and form several large regional railway companies in China. This paper maintains that since the reform and opening up the railway in Inner Mongolia has made tremendous achievements, the paper also believes that if these issues could be intentioned and resolved, the railway in Inner Mongolia will become even more brilliant.
