The Situation And Developmental Strategy Of Agricultural Technique Extension System In Zhejiang Province

The promotion of agriculture and rural modernization construction is essentially dependent on innovation of agricultural science and technology, and also enhanced application and transformation of S & T achievements. It is well known and documented that the extension of agricultural techniques is quite important. In China, extension of agricultural technique has enjoyed a long histroy with more than thousands of years. Meanwhile, the content and form of agricultural technique extension showed the distinct difference in the different epoch, and changed and developed consistently with the changing of social economy.A marked progress has been achieved in agricultural technique extension in Zhejiang since 1978 when China initiated a new long march of reforming and open policy, and it made a great contribution to rapid improvement of rural economy. However, the agricultural technique extension is facing more severe changllege because of enahnced development of agricultural market-orientation, globalization and industrialization. In one hand, market and society require agricultural technique extension to provide more urgent service in more specific fields. On the other hand, More and more problems and disadvantages appear in agricultural technique extension characterized by unresonable system, unfittable mechanism, weak support and low capacity. In short, the requirement for reforming of agriucltural technique extension becomes stronger. It is a urgent and necessary task facing agricultural science and technology to promote system reforming and innovation of agricutlural technique extension and to establish a new system with full function, harmonized operation, strong base and efficient personnal .In the paper we analyzed survival environment of the basic level organization of agricultural technique extension, successsful experience in developed countries, and reviewed the histroy in the development of agricultural technique extension system, and illustrated the situation and main problems of the extension system, which were based on a huge actual survey, statistic analysis of relevant data and special interviewing, and the research appoaches that showed the recombinations of theoretical analysis and case study, quantitative and qualitative analysis, and macro- and micro-analysis. In addition we put forward some suggestions" for enhancing the basic level organization of agricultural technique extension. Firstly, the current research had a comprehensive understanding of the units and personal structure in the basic level organization of agricultural technique extension of Zhjiang Province, and main elements of affecting function efficiency of the extension system. Secondly, we put forward the reforming route and principle of the basic level organization of agricultural technique extension system which addressed the separation of commonweal and business, and also provided the scheme of determining the welfare function of agricultural technique extension, organization structure, personnel checking-up and financial recource. Finally, we put forward the innovative reforming of agricultural technique extension operation focused on the responsibility enhancement of the agricultural technique extension system. In the new system, the personnel working at the basic level organization of agricultural technique extension will be classified into the different scale according to their positions and capacity, and relevant position arrangement, specific responsibility and evaluation methods are also suggested.
