The effectiveness of agricultural extension work, largely depends on the whole qualityof agricultural technique extension team and working enthusiasm of agricultural extensionofficers. The Agricultural Technology Promotion Act enacted in2012, clarified theclassification principles of agricultural extension management, the public and welfarepromotion are category managed, the public promotion is undertaken by the country andthe welfare promotion is by other diverse subjects. The basic-level agro-techniqueextension stations as the main station have played an important role on the nonprofit ofimproving the welfare of agricultural extension services, promoting special industries andfarmers’ income. However, There are subjective evaluation and the problem of taskperformance for a larger proportion in the agricultural extension staff performanceappraisal process, which led to agricultural extension workers emphasis too much on theimage projects and seriously affect the results of the promotion. Therefore, this articlein-depth study building agricultural technique extension staff performance appraisal indexsystem by constructing basic-level agro-technique extension station value chain and theagricultural technology personnel advocate complementary and value chain, to providesignificance in optimizing the performance management of basic-level agro-techniqueextension station, and enhancing the working efficiency of the agricultural technologypersonnel.This article put the agricultural extension study, performance evaluation theory and thevalue chain theory as the theoretical basis, to analyze the shortages of Qian’anagro-technique extension personnel in the aspect of performance evaluation index system,which is based on the research of current performance evaluation system for personnel ofQian’an basic-level agro-technique extension station; through the construction of regionalstation value chain and the agricultural technology personnel advocate complementary andvalue chain to clear the assessment,and the key promotion work, in the agriculturaltechnology personnel performance appraisal; On this basis, to reflect the shortages ofQian’an agro-technique extension personnel’ performance evaluation index system, tobuild a new extension personnel performance evaluation index system,which is based onthe key promotion work of agricultural technology personnel, and using the Delphi methodto index screening, finally determine the agro-technique extension personnel performance evaluation index system. Comprehensive the above analysis and model building, the mainconclusions are as follows:First of all, the agricultural extension personnel performance evaluation index system inQian’an’s agricultural extension stations exists the problems, such as, team members’scores are too subjective assessment, the proportion of task indicators in the performanceappraisal indicators is too big, the basis of score is too broad and so on, performanceappraisal system and evaluation indicators have yet to be perfected.Secondly, the quality and the behaviors of agricultural technique extension workers andthe evaluation of promotion effect are the key factors to influence the effectiveness ofagricultural extension workers’ promotion. To produce positive impacts on the promotionby improving their own quality and promotion behaviors, the promotion effect from theassessment of agricultural extension workers can play a role in guiding their promotion,motivate their promoting initiative.Thirdly, at the time of designing the performance evaluation index for the agriculturaltechnique extension personnel, we should increase the quality and indicators related to thepromotion of training in agricultural extension workers, and for the index, which reflect thework in the form of indicators, such as: the number of daily telephone, etc., should weakentheir proportion in the index system.In view of the above conclusion, this article proposes the following suggestions:Improve the agricultural technique extension staff’s performance appraisal system, builda more definite evaluation system, change the agricultural extension workers’ promotionmode in the past,which is paying more attention to the results than the process; mobilizethe enthusiasm of agricultural extension staff by building a more reasonable evaluationindex system, thus enhance the promotion of the quality of services; improve the incomesituation of agricultural extension staff, narrowing the income gap between agriculturalextension agencies and other industries.
