Research On Government's Function On Industrial Clustering Of Provincial Development Areas Of China

Provincial development areas of China, leading by national development areas, after over 10 years hard work, has developed into export-oriented industrial parks with concentrated modern manufacturing, prominent industrial clustering effect and most active local economy. However, most of those development areas have not cultivated their industrial clusters with their own characteristics, but have developed into the repeated construction of almost identical industry, structure and pattern, depending on preferential policies on land and tax of the development area under the"government function". To quicken industrial clustering, and to form a relatively advantageous industrial cluster, it is the developing trend for future development areas of each level. Therefore, to make the government functioning correctly in industrial clustering of provincial development areas has significant theoretical and realistic meanings.This paper startes from the development history of the economic development areas, analyzes the government's effects and functions in each stage and their effect on industrial clustering of park areas. On the basis of theories of industrial clustering and new public economy, this paper also analyzes those advantages existing in the development of provincial development areas and problems they are now facing, cites with examples of development of Zhenjiang Economic Development Area in recent years, and brings forward the opinions of building up development area industrial clustering platform and perfecting local government's function, which provides exploration clues for sustainable development of provincial development areas of China.The First Chapter analyzes the meanings of research of this topic, elaborates concepts of development area, industrial clustering and government's function, and analyzes the opportunities and challenges the existing provincial development areas now facing. The Second Chapter summarizes relevant research theories of domestic and foreign, and discusses in theory the government's functions in industrial clustering of development areas and development of local economy. The Three Chapter commences from the development history of the development areas of China, analyzes the government's major functions in each stage, and further discusses the government's functions and functional orientation in industrial clustering of provincial development areas of China. It considers that the government's domination is still the major driving force for the development of the development areas, and bring forward with the major 6 functions of the government. The Fourth Chapter discusses the effect of government's functions in each part of industrial clustering of development areas, citing with examples of industrial clustering of Zhenjiang Economic Development Area. The Fifth Chapter puts forward with associated suggestions in terms of three aspects of industrial clustering development theory, government's major function and government's activity regulation for perfection of industrial clustering of provincial development areas in China and realization of sustainable and healthy development.
