An Effective Government In Development Process Of Baofeng’s Industrial Agglomeration

Since the1990s, both the world economic activities and Chinese economic activities are showing a strong trend of spatial agglomeration. The industry agglomeration has become the common law of economic activities; its importance is also increasingly significant. Industrial agglomeration region advantage industry to growing and become the economic backbone of area, leading to the entire area of economic growth.In October2011, the state council issued a document about "support Henan province to speed up the construction of central economic guidance", this national major arrangement can not only promote the regional harmonious development, but also promote Henan province to be industrialization, urbanization and agricultural modernization, and it has profound implications on building a moderately prosperous society. In such a good background, speeding up the planning and construction of industrial agglomeration area in Henan province innovative institutional mechanisms to foster the objective needs of the regional competitive strength, has become a key to implement the state’s central region, and other related policies and measures and to achieve leapfrog, to promote the rise of initiatives. As one of the180standardization of industrial agglomeration area in Henan province, the development of Baofeng industrial agglomeration area is very quickly. The function of the Baofeng government in promoting the development of industrial agglomeration plays more and more important. Through the field analysis on the Baofeng industrial agglomeration area, this dissertation put forward some advice for the government to improve the Development of industrial agglomeration area.Firstly, I make a careful inspection and combing domestic of the research inside and outside government function and industrial clusters’development. Then this paper analyses the role of district government in industrial agglomeration and district government function in industrial agglomeration areas. Secondly, this paper surveys the basic circumstances of Baofeng County, and analyses the industrial agglomeration area’s development by SWOT. According to the development of the industrial agglomeration area and contributions of the government, the paper points out the problems existing in the current of the industrial agglomeration area and the shortcomings of government in promoting the industrial agglomeration area. Finally, applying theory to reality, this dissertation put forward several policies to accelerate industrial agglomeration areas. At the same time, this paper uses some charts and pictures to analyze well and truly.
