E-economic, supported by the Internet has swept through the world and it widely influents and changes not only the traditional business mode of operation and the public's life way, but also the government's management methods. Along with the rapid development of e-commerce in bringing us to facilitate, fast speed, and efficiency, at the same time, we also have to face the challenge which brings to the traditional economic. China's e-commerce has experienced only a short period of time of less than 10 years, but it has made tremendous achievements. At the same time, there are many problems that urgently need to resolve in the development, for example, the growing network criminal acts, the increasing unfair competition in network, how to protect the legitimate rights and interests of consumers, and abound network violations, and so on. These are seriously affected the healthy development of e-commerce, and to some degree affected the healthy operation of the country's economic life and the building of a harmonious society. The Industrial and Commercial Administration is an important department in charge of the national market supervision and management and administrative enforcement. It is monitoring the whole scope of the socialist market, including both traditional physical market, and the virtual network market. The regulation of e-commerce has experienced a process from unrecognizing to gradual understanding, and from unconsciously to consciously supervision. Industrial and commercial administration departments at all levels accumulated a lot of good methods and experiences through the active practice, exploring, and innovations, but there are still many problems, and even in some places the regulation is blank. Facts have showed that the development of e-commerce has brought unprecedented challenges and opportunities to China's industrial and commercial administration. As a primary civil service engaged in the industry and commerce administration, I try to seek measures of how to strengthen the regulation of e-commerce through this field of research with my own studies and thinkings in the practical work, and I hope it is useful to the healthy development of e-commerce in China.This paper is divided into five chapters. Chapter ? is the review of research, and it mainly introduces the purpose and the significance of the study, including the ways and methods used in the research. Chapter II explains the related content of e-commerce, points out protruding problems in the development of e-commerce in China, defines the major supervision duties of the industrial and commercial administration, and stresses the need and unique advantages of industrial and commercial administration for regulating e-commerce. Chapter III formulates the status of the industrial and commercial administration's regulation on e-commerce and analyzes in-depth the problems in its supervision and why these problems exist. Chapter IV introduces how the governments of the United States, Japan, Europe and other developed countries supervise e-commerce and promote its development, which we can use for reference to regulate e-commerce in China. Chapter V recommends solutions to the industrial and commercial administrative supervision of e-commerce mainly from five aspects, such as renewed awareness, innovative management system, building an information platform, complete legislation and personnel training.
