The National Reform Program of the Medicare System is put off, there's a lot of discussion and argument, people didn't reach a common level of understanding.This paper is aimed at studying, discussing and analyzing the Medical Security System which is one of the most important components of the Reform of the Medicare System,Putting forth a National Medical Insurance Plan, it will give a whole new answer to response the opinions that the National Medical Security System is not practicable, and it will be helpful for government departments to make well-informed and correct decisions.The paper's main contents are to make my position about the research and views in current medical insurance field, describe the current medical insurance system , analyse the abuse of present system and the cause, make an objective assessment.Make people know the necessity to building the Nation's Medical Security System, put forth a Nation's Medical Insurance Plan which build on three levels.Tell the design principles,philosophy,thouhgts,main contents of the new system, and the superiority to the former system.By explaining the state's finances strength in detail, to prove the feasibility of giving financial support to the plan.By the growing tendency of Residents' income, to prove the feasibility of residents'wishes and ability to accept the plan. calculating the scale of residents participating in the nation's medical insurance plan ,the medical security scale of the new system will be much better.And also calculating the medical security scale of the new system in three stages of development, analyse the positive impact in political, social and economic life.the research result of this paper is putting forth a nation's medical insurance plan, the innovation is introducing lever principle, the private capital encouraged by government, participate in the system and expand the scale, realize the different levels of the nation's medical insurance.The meaning of this paper is giving a nation's medical insurance system building on three levels, putting all the people in this system, Along with economic development, Incomes are rising,the members in low level will upgrade gradually in a higher level, the insurance level will be higher and higher.in the meantime ,it increases the demand of medical service, the medical and pharmaceutical industry will develop greatly, their economic development will be accelerated,the society will be more stable.Also,the present reform of medicare system may learn something from the design thought of the new system in this paper.
