The Exploration Of New Management Model Of Medical Insurance

The present system of medical insurance system combines four kinds of insurance,i.e. the basic medical insurance for urban working people,the new rural cooperative medical service,the basic medical insurance for urban citizens , medical aid to people with special difficulties. In 13 counties of Hangzhou,these four kinds of insurance have been under the supervision of the local Bureau of Labour and Social Security since January 1st 2008. In this paper,Four in One will be employed as an abbreviated form for the management mode.Many problems exist in this particular system such as multi-department management,the asymmetry of information,repeated use of medical insurance,the waste of resources,etc. The present paper conducted a case study based on Hangzhou,aiming to analyze the meaning,background as well as advantages and advantages of the new mode—Four in One. More important,the present study intends to put forward some suggestions for the reforms of the management mode of medical insurance.The present paper dwells on the following parts. First,the researcher will provide a comprehensive review of the background and meaning as well as introduce the results in the field of research on reforms of medical insurance management by scholars at home and abroad. a brief introduction will be offered to the theoretical analysis and the international experience on medical insurance management.In this way,the content and the research procedures will be identified. Second,the researcher will review the four original forms of insurance management modes in brief. The problem such as multi-department management,the asymmetry of information,repeated use of medical insurance,the waste of resources will be analyzed and the causes of these problems will be explored. Third,the necessity of Four in One mode will be pointed out in the present situation in China and the advantages of this mode will be brought forward. Meanwhile,the relevant suggestions will be offered as well.It is hoped that by analyzing and exploring Four in One System in medical insurance management the present paper is able to provide suggestions as to the establishment of this system and enable this mode to be employed in experimental units all over China so that one day a both scientific and highly efficient medical insurance management mode will be formed to achieve the end of equality.
