In china, the reformation of 30 years have made noteworthy achievements, but it has many problems as well. As a hidden ruler, Commercial Briberies gradually spread to wider areas and become the tumor to get our nation the way to develop further, it will become a plague to build the socialist harmonious society. Considering it is not delayed any more to prevent the commercial bribery and treat it. In order to obtain the opportunity to commercial transactions, the operators deliberately promise or give the national staff, corporate staff or other unit the benefits by the forms as promotion, rebate publicity costs, labor costs, reimbursement of expenses or the travel inside and outside. This unfair competitive behavior is commercial bribery. To strengthen commercial bribery research is the premise and necessary conditions of effective governance the commercial bribery. Looking at the existing research results, the academic's measures focus on the law system, the measure with the moral force to prevent commercial bribery is still weak. The studies always carry out from the economic, legal, administrative distribution of power system structure, and cultural backgrounds, researches of ethics are still lack. The fields of studies of the commercial bribery mainly concentrated in the construction projects, land transformation, property rights transactions, purchase and sale of pharmaceuticals, and government procurement. Social studies of macro system is less and partial.This paper chooses the new ethical perspective and the Marxist methodology, links the theory with practice for the study. At the same time from the economic activity I try to analyze the commercial bribery phenomenon, and then reveal their characteristics and hazards. From the external public opinion and the inherent values aspects ,the paper will analysis the ethical source of commercial bribery. The author believes that many reasons contribute to the proliferation of commercial bribery ethical prevention's laciness is an important reason. Specifically laciness of moral values ,responsibility, the weakness of moral self-discipline and supervision powerless. Commercial bribery can not confine itself to governance, we must focus on prevention, especially ethics prevention. So using the method of comparative to the advanced experience of foreign countries, the paper discusses the prevention measures from the three dimensions. From macro level it is necessary to conduct ethics education and social practice to prevent commercial bribery, only by them it can create the atmosphere of public opinion and social environment, then provide legal protection and moral construction. The enterprise should remedy the business ethics culture, set up special ethical institutions, and implement the moral authentication; People would establish the socialist concept of honor, and cultivate the self-discipline personality.In this paper, I analyses the phenomenon of commercial bribery, from the ethics perspective to study commercial bribery ,it has jumped out of the frame which only attend to governance and neglect prevention; only attend the outside ruler and neglect the inside one. Specifically, according to economic and social development ,this paper attempts to result in the accurate , complete , applicability connotation to commercial bribery .It will sort out the existing discussion and sum up the characteristics and harm of commercial bribery, derive the ethical source then raise people the level of awareness. It tries to construct the prevention mechanism of commercial bribery , put forward a series of ethical prevention measures and have the practical value.Commercial bribery is a new negative social phenomenon since the reform and opening, it has great social harm, and the ethical source is very complex. Ethics prevention is initial. My study has just started, the paper have many oversights. I sincerely hope teachers to suggest correct views.
