Research On State Promoter System Between State Holding Companies And State-Owned Enterprises

With remarkable achievements, State-Owned Enterprise (SOE) reform of our country has already passed by more than 20 years. To solve the problem that SOEs commanded by local governments can't find their state promoters, in recent years local governments have set out restructuring Industry-Supervised Bureaus into State-Owned Holding Companies, which act as SOE's state promoters and try to make this a key point to improve the state promoter system. But the construction of state promoter system can't be perfected up to now. With the practical issue, this article mainly discusses state promoter system, which is implemented on their SOEs by State-Owned Holding Companies derived from Industry-Supervised Bureaus.The following contents are included in this article.1) To retrospect the reform history of SOE and Stated-Owned Asset Management System in our country and the significance of Stated-Owned Holding Companies restructure;2) To summarize western Enterprise Theory and state promoter system as the theoretical basis for this subject;3) To deeply investigate State-Owned Holding Companies and SOEs in Shenzhen, Shanghai, Suzhou, Changzhou and Zhenjiang and to find out shortcomings in current state promoter system;4) To compare State promoter systems used in Sate Holding Companies of four foreign countries;5) To analyze the game between state promoters and managers with a quantitative approach of Game Theory model. The gaming conclusion is instructive to the construction of state promoter system;6) To put forward a general frame on state promoter system;7) To work over keys during the operational restructure of State-Owned Holding Companies in order to carry out the state promoters system.
