Scientific research's evaluation, as the combining product of scientific research management and market mechanism, has become necessary for modern management and important for scientific decision-making. It plays more and more important effects in modern scientific research management. Specific details are as follows:Firstly, the thesis analyses lifecycle of scientific research and elaborates contents of its every stage, especially the content of process evaluation. The concepts of project evaluation have been confirmed according to the project's whole lifecycle, which contain forward evaluation, process evaluation and post evaluation. Subsequently the elements, characteristic, and contents of process evaluation have been discussed detailed.Secondly, the thesis puts forward the thought of building process evaluation model. The index system of scientific research is determined by analyzing literatures and interviewing experts. Each index's meanings are explained. The methods of measuring qualitative indexes, same trending and dimensionless are determined. The thesis chooses AHP method (Analytical Hierarchy Process) and linear weighted model to evaluate scientific research's process.Finally, with the actual demands of scientific research's process evaluation, the thesis accomplishes designing the model of process information collection, by applying database modeling technology.
