The Research Of Governmental Negotiation Model And Market Regulating Mechanism In The Development Of Logistics In Central China

Following the strategy "central rise" being proposed and implemented, governments at all levels in central China pay more attention to the development of regional logistics.This thesis has established direction of subject selection on the basis of "The research of transportation logistics coordination mechanism and development strategy for rising central China",which is the soft science research item of the Ministry of Communications in 2006.Governmental negotiation model and market regulating mechanism are the basic principles of this thesis.The thesis concludes the scholars' research actualities of regional logistics at home and abroad and introduces concepts and characteristics of the regional logistics. The application of the synergetics will make the regional logistics be cooperative.It will generate cooperative effects at the aspects of scale economy,scope economy, management and study.However,we could know form the internal and external practices that the development of regional logistics still exists problems of cooperative deletion.This thesis analyzes the development situations of regional logistics in yangtze river delta,pearl river delta,northeast area and central China. Then,it analyzes the weak coordination in the development of regional logistics in central China and puts forward the important significance of promoting regional logistics in central China to develop cooperatively.Governmental negotiation plays an important role in the development of regional logistics.This thesis concludes its typical models and analyzes its development status in central China.Then,it proposes to construct the joint conference of regional logistics and joint conference of governors of provinces as well as mayors in the six provinces of central china.Market regulating mechanism is the other model of making regional logistics develop collaboratively.After summarizing the meanings and characteristics of market regulating mechanism,the thesis analyzes the objects, ranges and manners of market regulation of regional logistics.It also analyzes the development situations of market regulating mechanism of regional logistics in central China form the aspects of logistics demand and logistics supply and evaluates its effects.The key part of this thesis is the evaluation and analysis of the coordination of regional logistics in central China.It applies analytical hierarchy process to design the coordination evaluation index system and determine indexes weight.Then,it applies fuzzy comprehensive evaluation to analyze evaluated objects synthetically.The result reveals that the coordination of regional logistics in central China is commonly.At the end of the thesis,it puts forward relevant measures of governmental negotiation and market regulating mechanism to promote regional logistics in central China to develop coordinately.The research meaning of this thesis is to provide references for governments and market when they make decisions and strategies in the development of regional logistics in central China.They try their best to organize regional logistics rationally and to make sure the validity and coordination of regional logistics activities.
