Research Of The Functional Mechanism Of The Farmer's Cooperative Organizations In Public Goods Supplies

This article takes one concrete farmer's cooperative organizations, namely water user association as the object of observation, carries on the concrete analysis and cosideration, generalizes the functional mechanism of farmer's cooperative organizations in public goods supplies. In research of specific content and structural arrangement, after presenting relevant theories, it will consentrate on the following issues: the historical evolution of water user association and the development condition; a study on historical embryonic form of water user association in Chinese ancient times; contemporary development condition on water user association in overseas and China.With regard to case exemplification, it takes the water user association in Luo San Po Ba irrigation area of Jiangxia and Jiangling village ,Dapingshan county of Yulin city as the real diagnosis object of study, with using the collective action, the social capital, the foundation order and the social community principle as the analysis instrument; it observes how the functional mechanism of such association does occur in the respect of public goods supplies aspect, what is the influence and the consequence in the light of such occuring and the changes in institutional system. Base on that foundation, further study will be carried on the questions and the counter-measures to which water user association faces. Furthermore, it takes the governance as the analysis angle of view; focus on, after the establishement of water user association in the public product supplies, allocation of the mutual structure influence amongst various subject bodies and the reform of its authority system, study on its functional mechanism; inquiry about rationale of functional machenism, analysis on the compulsory primacy, the selective causation, the pre-natal contract system design, the foundation order of social capital and the outstanding person polymerization and some other important mechanism factors; attempts to make a basic rule summary.Additionally, it will pay a more closer attention to studies concerned about the functional mechanism of farmer's cooperative organizations in public product supplies of countryside, the development circumstance and the function of farmer's cooperative organizations. Lastly, the proposal on strategic consideration for farmer's cooperative organizations development will be presented.
