From Ancestral Graves To Cemetery: Study On The Influencing Factors Of Rural Public Goods Independent Supply From The Perspective Of Collective Action

Rural public goods is the important part of rural productivity,and provides basic guarantee for the existence,good operation,and healthy development of rural community. There is a tight link between the modes of chinese rural public goods supply and the alternation of public power pattern.As the state power withdrawing rural goverance,on the villagers'self-goverance system background,some villages which develop well and have certain amout of community resources,try to supply public goods independently by motivating villagers and community resources.This kind of exploration changes the mode of rural public good supply from "top-down" vertical supply into mobilization and game of collective actions.The case in this paper that Wangji village built a cemetery independently and successfully,can typically show the exploration process mentioned above.In the framewok of collective action, useing field research method,the author disscussed the factors that influenced individual action choices,and further influenced collective dicision and action in the process of rural public goods independent supply.The research shows that,in this case,economic calculation,traditional culture/ethical values,and social network/social captial are three most important considerations of the villagers when making action choices,also the imporant factors influencing collective action decision. With the market economy system contantly advancing, the monetary ragulation and ecnomic rationality have deeply changed villagers' thinking mode and action logic.On the other hand, although the traditional "Acquaintance Socity" is disintegrating,the rural cultural values and realistic social network still maintain the community relationships and play a basic role in villagers'choice making.In this case,the villagers'collective action still reflects traditional funeral and interment view,Feng-Shui view,Mianzi view,trust of reciprocity and social solidarity.In addition,the author assumes that the internal dicision making process of a collective action embeds into the community structure,and is also influenced by the community resources,rules and factors from outer community. The research shows that, in this case,Wangji village's resource endowment and stock(mainly the situation of collective economy),as well as environment and resource supporting from outer community(mainly insititutional environment and government support),do have influenced the actual process and effect of the cemetery built independently.
