Analysis On Safety Investment Spillover Of Enterprises

Because of the public nature of safety and spillover of incidents, people hard to realize the role of safety investment in production process. It's the main reason why safety investment couldn't be carried out and incidents always happened. Safety experts from home or abroad do many researches on cost-benefit of safety investment, but haven't offered specific explanation on how and to whom the safety investment incarnates its affection. Here we import the economics concept"spillover"to discussing the impact order of safety through analyze spillover objects, spillover channels and spillover process of enterprise safety investment .The primary coverage and conclusions enumerate as follows:1. Put foreword the definition of safety investment spillover based further study on theories of safety investment and spillover, then analyses its connotation. Define what the safety investment object of spillover is, and classified the objects into different part depend on its characteristics; and explored the economic relations between enterprise and spillover objects, in order to laying foundation for researching spillover effects and spillover channels .2. Provide a conclusion of what spillover effects are, and analysis specific effects according to different objects. Then we found that the effects mainly embodies on reducing accidents losses, improving production efficiency and beautifying corporate reputation to investment enterprises; and to micro-stakeholders, they reflected as ensuring the safety of employees life and health ,improving the safety lever of whole industry, optimizing security resource allocation and promoting community to developed harmonious and stability etc. But to macro-spillover objects the effects shown as reducing environmental pollution and disruption , promoting the advancement of social economic development lever.3. Proposed the definition of spillover channels, explained some influencing factors of spillover effects, and then analyzed specific spillover channels according to different objects, at last preliminary studied on spillover processes. Finally we concluded as follows: if the investment enterprises want to get spillover effects, they should strengthen safety education and safety management, pay more attention on theoretical research and implementation of safety technology, and improve public relations management ability. To other organizations and individuals who out of enterprise ,the spillover channels include undertaking for social responsibilities ,enhance the ability of public relations management and change organization's competition concept .But to macro-spillover objects , it mainly depended on safety propaganda and safety education ,safety culture, safety science, safety technology and management performance .Safety investment spillover was first put forward in paper, the definitions, classifications and the relevant conclusions provided a new thought for researching safety economics theory and also support certain theory absorption for researching safety effect laws.
