Research and development(R&D)efficiency has attracted the attention from industrial and governmental well as academic fields. The exploration on relationship between the R&D efficiency and the economic growth in each province in China is of both practical and theoretical significance.Based on DEA model-Malmquist Index, the R&D efficiency of each province in China was analyzed. The released R&D data and economic reports of each province in China during 1998-2005 years were collected as samples, the change of R&D total factor productivity(TFPCH),the change of technical efficiency(EFFCH)and technical change(TECHCH)were estimated.Using Granger test methodology,R&D efficiency and R&D environment factors were analyzed. It was found that technical change(TECHCH)was the principal source of the growth of R&D TFP of each province during 1998-2005 years.More provinces from eastern district, compared to those from western and median district in a decreasing order, were on the R&D efficient frontier edge; All provinces were classified into six types:Returns to Scale of R&D efficiency, they are Constant Returns to Scale,Increasing Returns to Scale,Decreasing Returns to Scale,Decreasing Returns to Scale after Regulation,Moderation Returns to Scale after Regulation,Instable Returns to Scale after Regulation; R&D TFP of Western district was bigger than that of median and estern one; R&D TFP in each district was generally increasing, the growth trendency in different districts had a convergence effect;two Decreasing types showed a strong Granger correlation between R&D efficiency and environment factors, and the lag was one or two years. The research results of this work were hoped to provide some reference for government in China.
