In the time of the scientific and technological innovation,the efficiency of a region's R&D system become the core of economic and social development.The R&D system will dramatically promote the producvitity by creating knowledge and new technology.Finding effective means to evaluation the performance of a region's R&D system has a significant meaning,and this paper will provide such a reference.China's economic growth slowdown will continue in a long term with high probability.The gonvernment are striving to improve the quality and efficiency of China's economicy by dramatically raising R&D investment.In this paper,we will evaluate the research and development input-output efficiency of 31 provinces and cities among China,put forward some suggestions.Through literature research,I cautch sight that most of the research on this issue using non parametric DEA model to evaluate the input-output indicators.Unfortunatey,this model cannot get rid of the influence of enviorment variable and random disturbance.In this article,I will study China's 31 provinces and cities' research and development input-output efficiency with three-stage DEA model.The first stage use the traditional non-parametric DEA model,obtain preliminary assessment of the regional R&D efficiency,and get two slack variables;the second stage use the environmental variables as independent variable,the slack variable as the dependent variable,run regression analysis with the SFA model,investigate how the environmental variables influence on the efficiency of R&D investment;The third stage,use Dengyue Luo's method to separate the management unefficiency from environmental variables and random disturbane,adjust the orginal investment data,calculated the R&D efficiency of 31 provinces and cities of China.Finally,use the Malmquist index analysis the dynamic change of the R&D efficiency of 31 provinces and cities between 2005-2014.Result from the analysis shows that:(1)Research and Development investment among all China 31 provinces are still at the stage of increasing returns to scale,the non-parameters of DEA model underestimate the R&D pure technical efficiency but overestimated the R&D scale efficiency of China,and totally overestimate the R&D efficiency of China.(2)The main reason for the progressive performance of R&D efficiency of China is high scale effect.(3)All China's 31 provinces can be divided into three categories by the R&D input-out efficiency : The First Category,including 9 District,their R&D input-output efficiency is higher than other province and achieved DEA efficiency;The second category,R&D input-output efficiency is the between the national average level but did not reach DEA efficiency,including 12 provinces;The third category,including some backward region,resource-based city,their R&D input-output efficiency is extremely low.(4)The effective ways to improve the efficiency of R&D input-output efficiency is promote higher education.
