Research On The Financing Models Of The Universal Service Of Electric Power In Our Country

Electric universal service aims to let all people obtain electric power service at the affordable price, while in the process the determination of the financing mold is the most difficulty task and the key to success for this implementation. Based on the condition of the current universal service in China's electric power society, this paper systematically analyzes the financing characteristics of the universal service, and then according to the basics of the developed country's financing characteristics, we design a new financing model, that is DBOST. And in theory, this model is helpful for the achievement of the universal service in China's electric power society. In the meantime, this paper uses the data from Qinghai province to confirm the efficiency of the DBOST model in the implementation of the electric universal service in our country.
