The Study On Policy Systems Of The Enterprise Independent Innovations

With society development and technology progress, the technology innovations, especially, the independent innovations of technology have been paid more attentions. The independent innovation is playing more and more important roles to a country's economy development and social progress. Keeping in pace with our country's call about innovation, Shannxi Province has always given priority to enhancing enterprises capabilities of independent innovation. Since the adoption of reform and opening policies, the capabilities of innovation in Shannxi Province have been greatly improved. As a whole, however, the capabilities of innovation in Shannxi Province still need improving, many enterprises have no their own core technology capabilities and the innovation mechanisms need to be improved. The major factors in restraining Shannxi enterprises capabilities of innovation are public problems, such as system on laws, insufficient fiscal input, imperfect tax policy and unsound society service system and so on. How to design and practice policies on Shannxi enterprises independent innovation is becoming a matter of concern for more and more people.On the basis of a comprehensive analysis of achievements in study on independent innovation, the paper introduces the knowledge about management of enterprise independent innovation and policy system study and so on, then hackles the body of independent innovation and interact ional mechanisms around strengthening the enterprise independent innovation ability and in the light of realities in China. Fatherly, the paper constructs policies system on enterprise independent innovation and interact ional mechanisms. On the basis of analyzing the status quo of policies system on enterprise independent innovation home and abroad and benefits on them, the paper summarizes characteristics of Chinese enterprises independent innovations. On the basis, the paper analyzes the status quo of policies system on enterprise independent innovation in Shannxi Province and policies benefits deeply and finds out existent specific problems. In addition, it puts forward relative suggestions in order to promote Shannxi enterprises independent innovations and to design, fatherly, to perfect relative policies systems.The achievement of the paper provides an academic basis and suggestions for constituting relative policies on enterprise independent innovation for relevant departments of Shannxi Province. It also plays radiating roles and use for reference to enterprise independent innovation of the west and even other under-developed areas.
