The external features of science and technology decide that the supply of science and technology needs the governmental support. Under the condition of market economy, how to play the role of government in optimizing the allocation of scientific and technological resources has become a strategic issue in economic and social development.With the market economy development, the enterprises are calling for independent innovation. The essential significance of the enterprises carry on independent innovation is to create competitive advantage. In the new pattern of the world economics, we must realize that enterprises should not through the use of low-skilled, low-wage employees to ensure the repeated growth in the production of goods, the best way is carrying on independent innovations, only that way will help enterprises be able to obtain advantage in the fierce market competition, obtain the survival and development.HUNAN Province, which located in the center of China, the development of urban and rural is ambulant; the regional disparity is extremely obvious. 20 years has gone since the reform and opening up of China, HUNAN economy has obtained considerable development, however, as the further consummation of Chinese economical structure and the severe challenges brought about by economical globalization. The independent innovations of the enterprises in HUNAN are inevitably facing many kinds of problems: for example, many enterprises often upgrade their technical equipment, improve technology but not follow the way of producing innovative products, the leading innovation are less and less. Innovation has never played the most important role in these enterprises, which are in need of foster research and developmental capabilities. Many businesses have not brought in independent research and the absorption of foreign technology together.In particular, the enterprises do not have high level of scientific and technological achievements, especially high-tech achievements which have independent intellectual property rights, the scientific and technological achievements are in a low rate. Technological innovation is the key issue to enhance the competitiveness of the enterprises. It plays an important role whether HUNAN enterprises can improve the scientific and technological innovation ability quickly or not, the ability of enhance the competitiveness of enterprises in HUNAN Province quickly. Whether HUNAN can sustain, the economical development is rapid and healthy, "the Rise of Central China" strategy can achieve successful.In this paper, the combining method of empirical analysis and normative analysis, qualitative analysis and quantitative analysis is adopted, analyze the status , problems and policy recommendations of independent innovation in Hunan Province. This paper can be divided into four chapters, the first chapter includes the proposing of the subject, the theory and practical significance of my research, the research technology and the main content; The second chapter studies the independent innovation strategy of HUNAN province. There are three kind of independent innovations: the primitive innovation, the integration innovates and introduces the digestion absorption and innovate again; There are good and bad points about independent innovation; the outstanding experience of foreign countries; How to choose independent innovation strategy for HUNAN province, the main basis is the real economical condition of HUNAN, and study one case mainly: The East Lake developmental zone, propose the corresponding strategy what we should take to solve the problem in its independent innovation process; The third chapter studies the appraisal target system of the independent innovation ability of HUNAN province, including the synthesis appraisal target hypothesis of the whole province, the contrast situation of the correlated index and the principles of design, I also carry on the analysis independent innovation achievements of our province under the present situation, design independent innovation appraisal target system of the enterprises, and analyzes a typical case: the independent innovation appraisal target system of Wuhan Steal Corporation; The fourth chapter promotes the strut system of independent innovation policy of HUNAN province, including the enlightens of the developed countries to our country, I have selected three countries: the USA, Germany and Japanese, the government procurement policy, the legal policy, the social policy like deepening enterprise reform, the transformation of the government role, the introduction of talented person, how to display the function of science and technology facilitating agency well, consummates each patent system and so on.
