The emergence of land-use planning, is to solve the problem of the effective means. Through the existing land resources in a scientific and rational management, planning, land use to achieve the maximization of overall efficiency, thus enabling socio-economic comprehensive, coordinated and sustainable development.Land-use planning and the implementation of management is a complex and massive project, not only requires land management departments and the concerted efforts of other government departments, many aspects of society also needs the active participation, from the map information, data tables, the Government reported that the population Distribution to the socio-economic development situation, involving extensive content, classification, a summary of information and management are very cumbersome, and the traditional planning method has been unable to meet the information systems at the core of modern planning and management needs, using computer technology, information Orderly management analysis, and revision process automation is to improve the efficiency of the only scientific method. This study is based on this background, the idea of combining software engineering, database technology, GIS secondary development of technology, Suitable for Xinjiang by a set of county-level land-use planning information system construction programme, and are trying to accomplish some of the functions of system development.Major contents of every Part show as follows:Part I: papers on the research background, research topics and the significance of progress in the domestic and international research, research objectives and content, and research objectives.Part II: The construction of land-use planning and direction of development of the system have to face the key technology.Part III: detailed land-use planning information systems design. Select ArcGIS9.2 system as a development platform, C# as the development language, graphics, all stored in the database Geodatabase, and for land-use planning requirements of the contents of the completion of the basic database module for module, land-use analysis and evaluation module, the population and demand for land development Forecast module, land-use structure and layout optimization module, WebGIS and document management module of the nine basic design.
