As the urbanization process continues to push forward and the rural economy develops rapidly, the status of rural land changes quickly and traditional land management tool has not keep up with rapidly changing requirements of land information which causes the status of land use is vague, land ownership is unclear, and the data is not uniform. In order to achieve maximal economic and social benefits of land resources, it is important to manage and use land resources scientifically and rationally. Therefore, the establishment of a scientific, efficient, standardized information management system for rural land becomes extremely important.This thesis first describes systemically the status of domestic and international research topics, considering shortcomings of existing rural land management system such as in completion and slow updating of database information, the lack of coherence and normative of the system construction and blindly building, the thesis discusses the necessity of researching the subject and the importance of building a rural land information system with full functions and scientific management.Second, the detailed study and analysis of key technologies in building the system is present, mainly containing land survey based on 3S, ArcGIS Engine, ComGIS and according to the actual land changes encountered in the process of the investigation, the thesis introduces the technology of land change analysis, based on which, with the full use of the second national land survey and results of the reform of rural property rights system, the thesis completes requirements analysis from two face of functional requirements and performance needs and designs and develops the rural land information system. The system combined large relational database SQL Server with Object-Oriented mode of Geodatabase and is designed in C/S(Client/Server) mode with the help of secondary development component library of ArcEngine provided by ESRI and C# of program language which is popular currently. The software design, spatial database design and functional design of the system is mainly included.Last, based on the data of the second national land investigation and the reform of rural property rights system in Chengdu Jinniu district, the thesis completes the system functions. The result shows that the rural land information management system designed in this thesis realizes functions of spatial information inquiry, attributes information inquiry, historical information inquiry, changing information management and data output, etc. Compared with other rural land information management system, it is more scientific and standardized on data organization where the thesis references specifications of building database used in the second national land investigation. The system completes the data sharing in the way of four orders database of County -City-Province-Country and updates land change information data timely to ensure the real time of the data.
