Analysis On Forest Farmers' Input Behavior Will To The Different Forest Types Under The Collective Forest Tenure Reform

Liaoning province, as the important collective Forest in Northern,launched the collective forest tenure reform first in March 2005.The reform launched in order to settle three problems including the farmers'poverty,the imbalance of timber supply and demand,the poor ecological environment. The reform adheres to the principle "fairness", makes each farmer have collective forest land of his own,achieves the aim of "allot the forest to household".Then,what is concerned that whether this reform achieves the targets, whether the reform makes economic.social and ecological benefits maximized. The forest tenure is an important economic system. It is difficult to reflect the effectiveness of the tenure reform because of the shorter time. And the trees have longer production cycle,won't have economic benefits in short-term. The trees usually need several decades to become useful,so it is weaker to reflect the reform's effectiveness by wood products in the short period of times. The forest farmers become an important main body of forestry after the tenure reform. The author considers that the forest farmers' input will can reflect if the forest tenure reform achieves satisfactory results. The forest farmers'input has an important impact on the development of forestry,so the input will to the different forest types can reflect in a certain extent if the forest tenure reform achieves the reunification of three major goals.Take Liaoning province for example,this paper makes some analysis based on the investigation data of Liaoning tenure reform in August 2007. First,the author analyzes the forest farmers'input will to the different forest types by establishing the logistic model.Then,the author makes regression by using SPSS software. The conclusions are as follows:The forest farmers'input will to the economic forest is affected mainly by capital,land conditions. The restrictions from policy mainly affect the input will to the forest undergrowth,but not economic forest;The forest farmers'input will to the timber forest is affected not only their own characteristics,capital and the forest land area,but also by the logging quota system. Because the logging quota can not be changed in the short term,it will have direct impact on the forest farmers'long-term investment for the timber forest.so,the forest farmers'long-term investment initiative is not strong.The timber forest area and stock can't increase clearly after the forest tenure. Similar to the timber forest,the input will to the public welfare forest is affected not only the householder age,the forest land area and the land distance from the major highways,but also by the forest compensation policies. At present,lack of the Forest compensation funds and the funds often not in place,have impact on forest farmers'long-term input.So,the forest tenure reform would stimulate forest farmers to input the economic forest to a certain extent,and increase the income of the farmers,but can not achieve the goal of the ecological environment improvement and timber supply balance.On the basis of above analysis,this paper further analyzes the reason about the current willingness of farmers to the different forest types by using the institution economics and game theory.In a Institution economics light,the main reason which affect the farmers'input will is the insufficient forest supply system. It refers that inadequate institution supply,such as the logging quota system,ecological benefits compensation system,forestry tax and fee system and forestry incentive systems can not meet the people needs. In a game theory light,the nation and the farmers as the main body,have a different pursuit goal. The different interests lead to a game in forestry investment. Based on above analysis,the author gives some suggestion mainly at the different forest types,First,the nation should compensate the farmers in the public welfare forest input reasonably.Second,the nation should incite the forest farmers'input to timber forest by making a reasonable logging quota.Third,the nation should give financial and technical guidance to theforest farmers in managing the economic forest.
