As a necessary component of the environmental management it is a evaluation of the outcome about enterprise environmental management in the past.It is not only a summary of corporate environmental management, but also a guidance of corporate environmental management in the future.Firstly, in the paper the results of the existing research was summarized and studied carefully and found there are the following questions in the current situation the study of the corporate environmental performance evaluation:the perspective of evaluation is single,content of evaluation is not comprehensive, the methods of evaluation is unscientific.So,aim to that three weaknesses the paper held the goal of evaluation system which is "the perspective of evaluation to be diversified", "the content of evaluation to be comprehensive", "the method of evaluation to be scientific". Then, under the guidance of this goal, the paper chose of the enterprise, consumer, the government, as the three perspectives of building the system,which is combined with production dimension, social consumption dimension and government regulation and control dimension, evaluate with varied and comprehensive indexes. The evaluation system of the paper constructing, mainly on the basis of the data collecting in the business daily, by the method of quantitative and qualitative analysis combining, analyses the index which can be expressed as the currency by quantitative analysis, assesses by the qualitative method in the end of the period in accordance with relevant data to reflect the situation. The innovation of system is in the process of evaluating not only uses the cost accounting method but also knowledge of human resources and psychology for quantifiable indicators. After the evaluation system frame had been built,the paper combed the implementation of the system with the production process of the manufacturers and work out the details of environmental management performance evaluation for the staff, departments and whole enterprise. Finally, the article raised six points which should be pay attention in implementation: after be specific indexes should comply with the characteristics of their businesses ;for unit the events which were reflect by indexes should be controllable; the method evaluation should be in line with the organizational structure of the enterprises; enterprises should use scientific and rational incentive policies to promote environmental management performance evaluation system implementing; let the daily auxiliary work be perfect; let the qualitative analysis be perfect.
