| With the gradual depletion of resources,more and more Resource-based cities fell into the crisis of "the resources used up the city faded".To all Resource-based cities,industrial transformation was the most urgent tasks and the strategic choice.State "10th Five-Year"Plan and the party's "16th Party Congress"explicitly pointed out that we must support the city and regional whose industry character give priority to exploitation of resources to develop continuing industries, and identified a number of cities as industrial transformation experiment sites.Although the industry transformation of Resource-based city has achieved some success,the industrial structure characteristics which are relying on single resource have not changed fundamentally.This paper tries to use economics researching methods to analyze the transition constraints of the resource-based industrial city,and find the crux of the difficulties.First,we take advantage of the cycle of accumulation and the multiplier effect theory to analyze the resource-based industries as part of urban basic activities of the leading role of other industries,to solve the difficult of the non-resource-based industries in slow development;followed by analyzing the formation of resource-based urban industrial structure and change the mechanism,to explore the reason of why the resources of the cities put so much into the resource-based industries;Finally,by analyzing the market is not complete,the transaction cost and the social security system is not perfect and the economic System of sunk cost in-depth to get the reason of withdrawing from resource-based industries so difficult.Only a fundamental resolution of the above three issues,we can formulate specific and feasible industries transformation plans and policies to promote resource-based enterprises withdraws from the market and switches to follow the development of alternative industries and realizes the industrial restructuring successfully. |
