Research On The Transformation And Upgrade Strategy Of Resource - Based Industry In Wuhai City

Resource depletion is a dynamic process, as a non renewable resources, its development will get into a recession period after a strong one, and then, until exhausted. During industrialization that natural resources as the material basis, as a resource-based city in regional growth centers. Along with the deepening of economic reform, great changes have taken place in the adjustment of economic structure and the relationship between supply and demand of resource-based products. There has been a series of major problems in the process of development of resource-based cities, for example, soon exhausted leading resources、sustained economic recession、 unknown promising alternative industries, sharp deterioration in the economic environment、long-term coexistence of high unemployment and low wages and so on. The emergence of these problems has been hitherto unknown threats and challenges to the survival and development of these cities. At present, there are118resource-based cities in China, approximately95depend on mining in large degree, its mining industry output value accounted for about62%of the total output value of the mining industry. Nationwide,58coal cities、13Nonferrous metal cities、11oil cities、5iron cities、8non metallic minerals cities; From the view of resource depletion, there are three types:the type of crisis mine city has about20、the type of development mine city has about20、the type of Warning-mining city has about55. In our country about more than80%oil、coal、iron ore、natural gas from these cities, they not only provides abundant mineral resources for the country, but also an important resource to protect the national modernization. From2008to2011, our country identified as the three batch of69resource exhausted cities (county, district). Among them,12cities was identified as the first batch of resource exhausted cities in2008,32cities was identified as the second batch of resource exhausted city in2009,25cities was identified as the third batch of resource exhausted city in2011, among them, including the city of Wuhai.The city of Wuhai is a typical coal resources city, after50years of development and construction, The current proven reserves of mineral resources nearly half have been exploited and has made important contributions to the country, for explame, contribute to tax nearly about200billion yuan、provide the goods of coal about14billion tons. In recent years, As the resource tend to shrink which is the leading industry depends on, leading industry will also gradually entered a recession, industrial transformation imminent. In this paper, throughing a large amount of data analysis, we find various difficulties and problems that the current social development of resource-exhausted cities are facing, drawing on the basic experience and lessons that domestic and foreign resources city’s transformation, among our paper we put forward the main content and outstanding problems in the process of transformation, and the transformation-upgrade’ strategy that Wuhai city will adopt. Research on this strategy have great significance to Wuhai’s economic and social comprehensive、 coordinated and sustainable development.
