From the government point of view, the article is researching regional segmentation phenomena in economic transition. It concludes that market segmentation is reality through empirical research first, then upon this basis, after putting market segmentation factor into inherent economic developing economy model ,gets a conclusion that market segmentation influences macroeconomy achievements, and it prove theoretically that influences are realized by transaction cost of property alternation. Furthermore, this paper finds the micro reason of market segmentation , it analyzes stressly that the mechanism of position promotion influences regional economy through influencing officials behaviour ,analyzes and explains from economy viewpoint how this mechanism behaves under different circumstances and in different regions, finds positive meaning of the mechanism from logic proof, points out some shortcomings.
